EPIPHANY!! - After 2012 hits and demolishes everything and everybody that the zombie apocalypse didn’t already take care of, there will only be a few places that aren’t hit, say 13. The lack of civilization will allow the government to control everyone easier. These few places will be known as “districts”. The 13th being where all the rebellious civilians are kept. They will try to overturn the government, AKA the Capitol, but fail miserably, leaving every other district living in fear. Ladies and Gentleman, I present to you the 12 districts of Panem!
